Credit ledger
The append-only credit log for one owner (09 §3.8). No edit control exists.
This log is append-only
Entries are never amended or removed. A correction is a later entry that names the entry it answers, so the order a reader sees is the order things happened. Quantities are whole credits: one credit is one report, never one dollar.
