Coverage is probed, not listed

Ask one market what it would do with one request. The answer names every candidate business, the rules each one passed or failed, and the counts every rate is computed from — the same functions the offer router runs when a real request arrives.

One square is 100 sq ft. Minimum job size is part of eligibility.
